Boost Helps Develop a Scalable Alliance Model for the Finnish Transport Infrastructure Agency
Boost Brothers has been involved in developing the Finnish Transport Infrastructure Agency’s new scalable alliance model, which aims to extend the benefits of alliances to medium-sized projects worth approximately 50 million euros.
Why a scaled alliance?
The Finnish Transport Infrastructure Agency aims to make the benefits of the alliance available on a broader scale, while at the same time reducing the administrative burden of the model.
As project manager Pasi Kivioja stated in Rakennuslehti on September 29, 2025:
“We wanted to create a model that supports a culture of good collaboration even when a project isn’t on the largest possible scale. This way, we can bring the benefits of the alliance model to a wider audience.”
Boost’s role in the development work
Boost Brothers has been involved in compiling and refining the principles of scaling in collaboration with the Finnish Transport Infrastructure Agency and industry stakeholders:
- The standardized elements required for the minimum level of an alliance were identified
- The areas suitable for scaling were defined (what can be simplified without losing the benefits)
- The added value of scaling was assessed in medium-sized projects

What is being scaled in practice?
1. A lighter procurement process
A competitive process in which the number of bidders is limited early on, and the selection is made based on portfolios and a short workshop.
2. Limiting the number of parties
Medium-sized infrastructure projects are carried out as two-party alliances (client + contractor). Design and consulting services are procured from outside the alliance.
3. Clarification of the “Value for Money” Concept
The client’s objectives are defined in the request for proposals, and their achievement is continuously monitored. The incentive system is directly linked to measurable results.
Pilot 2026: Vaasa Region
The first pilot will be implemented as part of the Finnish Transport Infrastructure Agency’s improvement project for Highway 8 and Regional Road 724 in the Vaasa region in 2026. Based on the results, the model is intended to be adopted more widely in medium-sized infrastructure projects in the coming years.
Boost’s Alliance Expertise – From Small to Large Projects
Boost’s experience spans alliance projects ranging from small projects of approximately 20 million euros to large-scale projects worth several hundred million euros. In recent years, Boost has been involved in implementing a large portion of Finland’s alliance projects.
For example, the Tikkurila Church project (approx. 21.3 M€) demonstrated that the alliance model works exceptionally well even on smaller projects—the project was completed within budget and exceeded both quality and urban design objectives. This year, Boost has been involved in alliance projects such as Vantaa Light Rail, Koskela depot, Hailuoto Causeway, Tampere railway station area, Turku Tramway, and the Linnakaupunki Multipurpose Center.
